A non-empty file-system-safe and URL-safe token of at most 64 UTF-16 code units.

Evolu uses it for database file names, storage pool names, and log prefixes. It accepts the UrlSafeString alphabet in any order, so it may start with a digit, -, or _. It is not a language identifier; for word-structured names, use identifier.
